remove old liscense from my pc

AFAIK you would need to use the IK installer to uninstall from your old PC. As you don't have access to the PC you should contact IK Support.

On IK's home page go to the Support tab, then Contact Support then Software. You'll be prompted to Search FAQ - just pick 'Product Manager' or 'Software & Plugins' and on the next page you'll see a button at the bottom of the page to 'Contact Support' - this is where you can send a message to customer/technical support.

so I contacted ik multimedia, they told me who can't give me back my license which is on my old pc that I no longer have access to, what should I do?

You have up to 10 Authorizations so you should be OK.

What happened to your old PC?

If you ever do run out of all 10, then you can contact Support and explain the circumstances. If all things are reasonable, then Support may well assign another 10.
