Trying to connect stomp i/o to a Dell XPS 13 which only has USB C connections. It does come with a USB B/C adaptor but does seem to recognise the stomp.

Make sure your adapter supports an OTG connection. The iRig Stomp I/O should not have any issues with a USB-C connection. Make sure your iRig Stomp I/O is also not in stand alone mode.
See this FAQ here for help.The following cable should work well with this unit. We've used this at various trade shows to display the iRig Stomp I/O on newer MacBook Pro systems.
