What I did to resolve:
I did an uninstall of the TONEX application and IK Multimedia Product Manager
Reinstalled the applications (ensuring to install for "All Users" on the Mac)
Once apps were reinstalled I did the following:
In the TONEX App I selected "Clear Cache" under the Account Settings. Once selected it cleared the cache and I got a "Getting Collections Data" message which started downloading my purchases. I noodled around with this feature a few times and is a fix.

Just picked up a TONEX One and unfortunately the "Restore Purchases" hangs which is blocking me from downloading the Signature Stompbox Collection which is free for recent purchases and the ODS Legends pack as well. Wondering if it's just the software!? Might uninstall and reinstall to see if that works.
New MacBook Pro so shouldn't be an issue hardware wise.
