With an amp only tone model (cab = empty), I could allocate all the cabs that were in the tone model database and then store the combination in a preset.
Now, I can only choose the VIR or "Custom IR". The "tone model" option in the cab selection is greyed out. Is this a problem on my side or did they downgrade that functionality? I really like the flexibility of combining amps, cabs, and effects (as in AT5).

That is greyed out meaning that specific Tone Model does not have a cabinet included. You would drag and crop from the Tone Model list in the bottom pane to add a cabinet to a direct Tone Model that does not have a cabinet as so:
