The MIDI messages are listed in the TONEX Pedal User Manual.

Is there a specific note? I must be missing it because I cannot find it in the manual. Switching presets is fine. But is there a dedicated CC or PC to turn on the tuner or not?

If it is not listed there, it does not exist. Seems you've checked the manual and found your answer so I will close this thread as resolved to keep the forum clean. If there is an addition in the future it will be in the release notes for a software update.
