AXE I/O Control Panel Software Doesn't Open

Hi,
I downloaded the AXE I/O applet and when I click on it, nothing opens. Am I missing something? I double checked that the AXE is connected to the computer. Is this common? Do I need to be inside a DAW or something in order to open it?
