Controlling programs within Reaper VST?

Hey y'all. AT5 is driving me absolutely nuts with this. I am simply trying to control programs in AT5 via MIDI with my HX Effects into my MOTU M2 interface. Shouldn't be that hard right? It works just fine in the AT5 proprietary program. I can't figure out how to setup program changes via MIDI in Reaper. If anyone has any insight they can shed that would be awesome!
