Are the effects in the X-Gear pedals basically repackaged versions of the A5 rack and stomp models ? Do the X-Gear models do anything that can't be done with the stomp and rack fx in A5 ?

X-time has reverse, duck, pattern, and dirty algorithms among others. You won't find equivalents in AT5 stomp or rack FX.
X-Space has gate, swell and bloom to name a few.
This is not top-secret information. You can check all the available algorithms and their descriptions on the product pages

So even algorithms that have an equivalent stomp on AT like the orange (Boss DS-1) or big-fuzz (Big muff-Pi) are new models, and not just a "repackaging" of existing AT5 stomps
