Turn on both CNT1 and CNT2 for the preset you want to toggle and ensure they are both on the same CC number - by default it'll have 0 for the first on and 127 for the second. If you set this up and then do a learn on the switch you want to toggle it'll work, no latch setting required.
This is the answer that got this working for me. No eprom chip, standard fcb1010.
