can someone explain why i need a reactivation license when i paid a full price for the software or plugin.?

You don't.

Maybe you are referring to the Downloads Reactivation Fee? If so, this applies only to the big sounds library downloads and only 180 days after Registration of the software. You only need pay it if you need to download those libraries after the 180 days.

Any downloaded of installed libraries will work for ever (or, at least as long as you system does) for no extra charge.

IK Multimedia recommends that, after you have download those libraries, you back them up - that way you will not need to download them again.
