I don't think that it will ever work to use the IK Product Manager to download ST4 Max to a Mac running Sonoma. The Sound Content files contain installer files for ST3, and these installers will not run under Sonoma. I had the same problem with my Mac. I wound up purchasing a 2TB external drive and downloaded all the Sound Content .dmg files to that external drive. I then connected that drive to an older iMac running the High Sierra OS. There, I manually ran each of the installers and all of them work under High Sierra. I built the Sound Content library on the external drive and when I reconnected that drive to my Mac running Sonoma, I just pointed the Sound Content file location to my external drive and clicked on RESCAN. When it was done, everything worked as expected.
The problem is that the Sound Content files containing installers for SampleTank 3 content will not run under the Sonoma OS. Yes, it's clunky to use an older Mac for this installation, but it is the only reliable way to get the job done, at least for me. Good Luck!
